The High Speed Rail Authority (HSRA) formally commenced operations on the 13 June 2023 as a Corporate Commonwealth entity under the High Speed Rail Authority Act 2022.
The HSRA is tasked with advising on, planning, developing and overseeing the construction and operation of a transformational network along Australia’s eastern seaboard.
A high speed rail network will allow passengers to travel between major cities and regional cities at speeds exceeding 250 kilometres per hour.
The Authority will oversee the construction of the high speed rail network, and coordinate with state and territory governments, industry, business and communities to enhance Australia's long-term rail investment.
The first priority of the Authority will be planning and corridor works for the Sydney to Newcastle section of the high speed rail network, backed by a $500 million commitment from the Australian Government.
Infrastructure minister Catherine King said high-speed rail would be instrumental in improving the lives of Australians by supporting shifts in population settlement, better connecting skilled workers with major job centres and be a key enabler of achieving ambitious carbon reduction targets.
“It is essential the HSRA takes the time now to establish a robust foundation on which to build and this means the planning has to be done properly and in detail,” she said.
“Given the size and scale of building an east coast high-speed rail network, it must be based on meticulous planning, good governance and highly effective project management.
“High-speed rail is still in its early days and we acknowledge this project will take time.
“We have a vision about how we want to see Australia develop, not just next year or next decade but decades from now.”
A high-speed train connection between Newcastle to Sydney will be the initial focus. The Commonwealth is co-funding a $1 billion project with the NSW government to upgrade rail infrastructure north of Sydney as a first step, with plans to eventually connect Brisbane to Melbourne with stops in Canberra, Sydney and regional centres.
